BRIEFING PAPER: Defence (Amendment) Bill 2025

An examination of the policies and legalities of neutrality with the Acts, EU referendums, domestic /EU/ international law within the framework of the UN Charter.
It also examines evolving areas with the latest developments in the EU Common Security and Defence Policy, and of our national defence policy with the legislative proposals concerning the despatch of members of the Irish Defence Forces for overseas service. These include the government proposal to remove the ‘Triple Lock’ requirement. The paper presents arguments for and against the abolition of the Triple Lock arrangement.
